BAER: "I think it’s probably too soon to tell. I think it’s important to recognize that going into this meeting, it was Putin who feels the squeeze on Syria. He’s overextended there, increasingly entangled, sees the one that feels the squeeze. It’s not clear to me that deal on Syria is actually a win for the United States rather than President Trump and the administration giving the Russians more free rein to play out their game. Obviously it is a good step if ISIS can be gotten out of raqqa, but it’s bad if we don’t have a plan for the day after. It’s bad if the end result is that Russia, Iran and Assad get to run the show. So I think it’s too soon to know how this deal will move the ball forward or not, but we should be watching in the coming days and weeks."
