MELVIN: "Iraq’s prime minister is declaring the end of the ISIS caliphate after government forces won back a key symbolic site. NBC’s chief foreign correspondent Richard Engel traveled to Mosul today for the first time since the government’s victory. He joins me now. Richard, what are you seeing there, how different is it than the last time you went?" 
ENGEL: "Well, I -- I think it’s not a total victory yet. There is still the heavy fighting going on, and there is still a pocket of the city that is held by ISIS, by the so-called Islamic state."
