SPEIER: “Good question, and I think we don’t have a good answer. Because it was an act of war. It was, in fact, a cyber-war attack. We would not just sit back under normal circumstances. Because everything is so decentralized, there are some benefits to that, but because it's so decentralized there is at least one state that doesn’t even have a paper trail. We have different systems being operated in different counties throughout the country. I think at the very least we’ve got to come up with some standardization in terms of what is, in fact, the most competent and most hack-proof systems that exist and then provide the kinds of tools that will be helpful to local jurisdictions. Because they will come back at us and they’ll come back at us with a vengeance. They’ve already done enough early work to be able to get into voter records. If they can get into voter records, who is to say they can’t get into voter tallies?”
