CHANG: "That’s an important point, Jon, because we have given a lot of warnings to the North Koreans, but at the same time, we have essentially told them to ignore what we say because we never impose those costs for behavior which is dangerous not only to the United States, but also to the international community. We created this course of conduct, this dynamic, this expectation in the minds of North Koreans. We need to stop that. And although it will be unpleasant, we need to actually impose those costs on North Korea and its enablers. Until we do that, we know what we are going to get. The North Koreans are going to counterfeit our currency, they’re going to launch ballistic missiles, they’ll test nuclear weapons, they'll use Americans as hostages, they’ll do all sorts of things, Jon, and we’ve just been watching this."
