Juan Williams: Obama Was Not Skipping the Constitution When He Used Exec. Action to Enact Paris Accord

‘It was an example from the Obama Administration point of view of American leadership’

EXCERPT:

BREAM: "Juan, you know you don’t get to skip the Constitution just because something is hard to get done."
WILLIAMS: "I said I appreciated your point. But I don’t think it’s skipping the Constitution. We’ve seen in other examples, for example auto emissions under EPA, that you have some leeway for the executive to take these steps. The question was whether or not even among Democrats, not just Republicans who are accused of obstructing Obama’s agenda, but even among Democrats could you get a Joe Manchin in West Virginia, could you get a Joe Donnelly in Indiana to vote for something when you immediately see them under attack for potentially costing manufacturing and coal jobs."
