Hillary Clinton is upping the rhetorical ante against her former foe, suggesting that then-candidate Donald Trump orchestrated Russia's involvement in the 2016 election.

The bold claim came during her appearance at the 2017 Code Conference in California.

CLINTON: "Russians, in my opinion, and based on Intel and counter Intel and people I talked to, could not have known how to best weaponize that information unless they had been guided. Here is what I --"
HOST: "By Americans?"
CLINTON: "Guided by Americans. And guided by people who had polling and data information. HOST: "You're meaning Trump?"
CLINTON: "Yes. Yes. I'm meaning Trump. I think is pretty hard not to."
