NYE: "The other sort of subtle backfire effect that's possible, you know, California by way of example, is the world's sixth largest economy, it's bigger than France. So if California were to decide that it doesn't want to do business with other countries or governments that don't abide by the agreement, California could have an enormous influence on the automobile industry which would have an enormous influence on the U.S. economy by the way of example. Then if European countries and Asian countries decide that keeping this agreement whole is worthy and important thing to do, they could effectively impose tariffs on the United States services, the United States software. So this thing could backfire in economic ways that I'm not sure anybody has really thought through."
