RYAN: "I’ve got to tell you, I think it is refreshing to hear Mick Mulvaney say just that. We get this money from the hard-working taxpayer who place their taxes in the first place. What is basically saying is make sure were getting our money’s worth. Especially on programs that we’ve been doing for many, many years, we should measure whether successful or not. Are we measuring success in Washington based on how much money we throw up programs by automatic spending increases? I don’t think we should keep measuring success that way. We should measure success based on outcomes. That’s the kind of thing Mick Mulvaney is talking about. There’s a bigger point to be made here and I don’t think we should lose his point and that is for the first time in eight years, we have to have a president now is proposing we balance the budget. We’ve never had that. He never even tried to balance the budget, let alone even proposed a balanced the budget. Now we have a president saying I agree with congressional Republicans, let’s balance the budget. What I see is a president keeping his promises. Big things he prioritize in the campaign, emphasizing infrastructure and saying we need tax reform to get the economy going and let’s balance the budget. I’ve written a lot of budgets, everyone quarrels over the details but the aspiration of the goal is right on the target."
