WASHINGTON — Actor Leonardo DiCaprio on Tuesday decried "the Wild West on the high seas" as he called for moves to curb "plundering the ocean and its vital resources."

"What we need is sustained activism and courageous political leadership," he told a State Department conference on the world's oceans. "We cannot afford to be bystanders in this pre-apocalyptic scenario."

The environmental activist, who once desired to be a marine biologist, announced he was pledging $7 million from his Leonardo DiCaprio Foundation "to meaningful conservation projects" over the next two years.
